The 222222 rule
Kenya Gazette No. 16008/2022 and KRA Public Notice of 17 November 2023 designated 222222 as the Government Single Payment Platform paybill. Migration proceeded through 2024 and 2025, folding in NTSA, immigration, business registration, and most eCitizen services. When paying via 222222, the account field is always a service-specific invoice reference generated by the originating portal (iTax for KRA, TIMS for NTSA, accounts.ecitizen.go.ke for everything else).
The exceptions
Four services remain outside the 222222 rail:
- SHA (200222). Dedicated paybill; account is National ID. Introduced when SHA replaced NHIF in 2024.
- HELB (200800). Direct paybill retained for compatibility. HELB has also migrated some repayments through the eCitizen gateway via *642#; both rails end up at HELB.
- NSSF (333300). Dedicated paybill; account is NSSF membership number.
- Hustler Fund. No paybill; repayment is inside the *254# USSD flow with automatic M-PESA STK push.
Reconciliation windows by service
- KRA: iTax reflects within 30 minutes; up to 24 hours during quarter-end peaks.

- HELB: daily batch; same day if paid before 3pm.
- NSSF: monthly reconciliation cycle.
- Hustler Fund: real-time to ledger; UI can lag 24 hours.

FAQ
Is 222222 the paybill for every government service?
For most, yes. eCitizen consolidation routes NTSA, KRA, immigration, business registration, and driving licences through 222222 with service-specific invoice references. SHA, HELB, NSSF, and Huduma still use their own dedicated paybills.
How do I know which paybill to use?
The service portal (or the invoice it generates) tells you. If in doubt, 222222 is the safe default for eCitizen-migrated services; the invoice reference on the account field disambiguates.
Do I pay a transaction fee?
Most government paybills are zero-fee to the payer because the government absorbs the paybill cost. Confirm on your M-PESA SMS; the Transaction Cost line should read KES 0.
What if the service does not appear on eCitizen?
Some services (parking, county water bills, specific KPLC prepaid) route directly to sector-specific paybills. See the individual sector pages on paybillke.com for the authoritative number.
