SHA registration problems in Kenya and how to fix them (2026)

The five most common SHA registration failures and their fixes: NHIF-migration ID collision, IPRS biometric mismatch, means-test session timeout, portal downtime, and OTP delivery.

Issue 1: "ID already registered"

The single most reported SHA registration error in 2026. The portal tells you your National ID is already on the system, but you have never completed a SHA registration. What is happening: the auto-migration from NHIF to SHA (effective 1 October 2024) copied active NHIF records into the SHA member database. If you had an NHIF number, SHA already has a record for you keyed on your ID.

Fix.

  1. Do not re-register. Log into afyayangu.go.ke instead, using your National ID and the OTP delivered to your registered phone number.
  2. If your phone number changed since NHIF days and no OTP arrives, call 0800 720 601 to update the number on the record.
  3. If the helpline cannot resolve, walk into a SHA branch or Huduma Centre with your ID.
  4. Do not open a duplicate record. Duplicate SHA records fragment your contribution history and can send payments into limbo.

Issue 2: IPRS verification failure

SHA validates every ID against the Integrated Population Registration Services (IPRS) database. If IPRS rejects the ID, SHA cannot proceed. Common causes:

  • Your ID was reissued recently and the new record has not synced to IPRS yet.
  • The name typed into SHA does not match the name IPRS holds (a shortened name, a maiden name after marriage, a diacritic).
  • Your biometric enrolment on IPRS is incomplete (rare, but reported for pre-2014 IDs).

Fix.

  1. Type your name exactly as it appears on your ID card, including middle names and hyphens.
  2. If the online path fails, use USSD *147#. Some IPRS edge cases are handled more forgivingly by the USSD flow.
  3. If both online and USSD fail, visit a Huduma Centre. Assisted enrolment can proceed on a known-good ID even when the automated IPRS check stumbles.
  4. If your ID itself is faulty (never issued, expired, or under investigation), the fix is IPRS or Immigration first, then SHA.

Issue 3: means-test session times out

Tier 2 non-salaried applicants complete the Means Testing Instrument as part of registration. It is not short, and the online session can drop mid-way if you take too long between steps or if your connection fluctuates.

Fix.

  1. Prepare answers in advance. Household size, dependants' ID numbers, sources of income, and asset indicators. Have them written down before you start.
  2. Complete on a wired or stable Wi-Fi connection where possible; mobile-data drops mid-form are a common cause of timeout.
  3. If the online form keeps dropping, switch to a CHV or Huduma Centre. They complete the means test on their terminal.
  4. If SHA has saved partial progress, resuming can be faster than restarting; ask the assisted-enrolment agent to check.

Issue 4: afyayangu.go.ke or the SHA portal is down

SHA's portals do occasionally go offline for maintenance or under load. If afyayangu.go.ke does not load, or loads with errors, or if the eligibility check at eligibility.sha.go.ke returns a system error, the problem is on SHA's side.

Fix.

  1. Check whether the outage is announced. SHA occasionally posts maintenance notices on the Public Notices section of sha.go.ke or on their Twitter/X account (@_shakenya).
  2. Retry at off-peak hours (early morning, late evening).
  3. Use USSD *147# for registration or contribution checks. USSD often works when the web portal does not, because they run on different infrastructure.
  4. If registration is urgent and USSD also fails, walk into a Huduma Centre or SHA branch. In-person enrolment uses the same backend but has manual fallback options.

Issue 5: OTP does not arrive

SHA sends a one-time password to your registered phone number for verification. Occasional delivery failures happen.

Fix.

  1. Wait 5 minutes and request again. Do not spam the request button, some carriers rate-limit repeated short-code SMS.
  2. Check the phone is on, in coverage, and receiving other SMS.
  3. If you registered originally with a different number (common for NHIF-era migrants), the OTP is going to the old number. Update the phone number by calling 0800 720 601 or in person at a branch.
  4. If you have a second SIM on a different carrier, try registering that number as your SHA contact number.

Employer-linked issues (Tier 1)

Some Tier 1 employees discover a registration problem only when their employer's remittance batch fails to link. The symptoms look like a registration issue but the fix is on the employer side: mismatched National ID between payroll and SHA, wrong SHA member number in the employer's file, or the employee registered under a different phone number to what payroll captured. Fix flow: SHA for employers and SHA payment not reflecting.

Foreign residents

Refugees and non-citizen residents use the Alien ID or Refugee ID rather than the National ID. If SHA rejects the ID format, confirm you are using the correct document number as printed. If the online form does not accept your document type, use the assisted-enrolment path at a Huduma Centre; branch staff can capture non-citizen IDs manually where the online form cannot.

When to escalate

  1. Try the online or USSD path first, retrying once at off-peak hours if it initially fails.
  2. If still stuck, call 0800 720 601. Have your National ID, phone number, and any error text or screenshots ready.
  3. If the helpline cannot resolve within their SLA (usually a few working days), visit any SHA branch, Huduma Centre, or your local CHV. Bring your original National ID.
  4. SHA head office is at SHA Building, Community Area, Ragati Road, P.O. Box 30443-00100, Nairobi. Branch list on sha.go.ke/contactus [Source 2].
