Every Kenyan employer, whether a two-person shop or a listed multinational, has the same NSSF obligation: register the entity, register every worker, deduct and match 6% + 6% up to the Upper Earnings Limit each month, and remit to paybill 333300 by the 9th of the following month. Miss any of those and the penalties compound quickly. This guide walks through each step and the failure modes we see most often.
Register the employer
- Go to ecitizen.nssf.or.ke.
- Click Register as an Employer.
- Provide company KRA PIN, certificate of incorporation or business registration, physical address, contact person, phone, email.
- Upload the required documents (PDF).
- NSSF issues an Employer Registration Number within 2 to 5 working days.
Register every worker
Each employee must have an NSSF membership number. New hires without one register on the same portal:
- Employee self-service on ecitizen.nssf.or.ke or the NSSF Kenya app.
- Fields: full name, National ID, KRA PIN, phone, date of birth, next of kin, bank details.
- System issues a 10-digit membership number instantly.
- Employer adds the worker to the company payroll roster.
File the monthly return (Byproduct)
- Log in to the Byproduct portal.
- Choose Contributions then File Return.
- Select the contribution month.
- Upload the employee roster CSV (template downloadable from the portal) or capture line by line: NSSF number, gross pensionable pay, Tier I amount, Tier II amount.
- System computes total and generates a Payment Registration Number (PRN).
- Submit. Save the acknowledgement.
Pay via M-PESA paybill 333300
- Open M-PESA, choose Lipa na M-PESA then Pay Bill.
- Business number:
333300. - Account number: the Byproduct-generated PRN.
- Amount: the exact figure from the return.
- Enter PIN, confirm.
For amounts above the M-PESA daily cap, use bank RTGS to the NSSF collection account listed on the acknowledgement, or split across the M-PESA business transaction limit if enabled.
Penalties for late remittance
- 5% per month on the unpaid amount, capped at 100% of the contribution due.
- NSSF may recover unpaid contributions plus penalties as a civil debt under section 20 of the Act.
- Company directors are personally liable for uncollected employee contributions.
- Habitual noncompliance can trigger criminal proceedings (fine up to KES 500,000 or imprisonment up to two years, section 51).
Common mistakes we see
- Deducting but not remitting: the criminal offence. If you withhold from wages, you must remit; keeping it on the balance sheet is not enough.
- Wrong PRN reused: paying month 2 against the month 1 PRN leaves month 1 double-paid and month 2 unpaid. Generate a fresh PRN each month.
- Casuals excluded: a common Nairobi audit finding. Casuals count.
- Tier II sent to NSSF when the scheme is contracted out: your Reference Scheme certificate obliges you to remit Tier II to the pension scheme administrator, not NSSF. Overpaying NSSF is not refundable easily.
Year-end tie-out
Reconcile the 12 monthly PRN totals to the annual payroll ledger, ask each employee to check their NSSF statement, and file any missed returns before the January payroll cutover. Employees moving jobs (or your business) need clean NSSF records to claim benefits later.

FAQ
When is the NSSF monthly return due?
By the 9th day of the month following the month of contribution. A return filed and paid on the 10th is late.
What if I miss the deadline?
The penalty is 5% per month on the unpaid contribution, capped at the total contribution amount (i.e. 100% penalty maximum). Interest may also be levied under the Act. NSSF may pursue recovery through the courts under section 20.
What is the Byproduct portal?
ecitizen.nssf.or.ke, the employer self-service portal for filing the monthly return. It replaced the old paper P9 return and generates the payment reference used at paybill 333300.
Do casual and short-term workers count?
Yes. Anyone earning above the minimum threshold in a month must have NSSF contributed. Domestic workers and gig workers are included under the Act; noncompliance is common but explicit in the law.
