NSSF portability when changing jobs in Kenya

One membership number for life. How to hand it to a new employer, merge duplicates, and move Tier II savings.

NSSF is a lifetime membership. The number issued the first time you were employed is the number every subsequent employer must remit against, and the number you use to claim any benefit at retirement. Yet a surprising share of Kenyans end up with two or three numbers because a new HR desk asked them to register again. This guide covers what to hand your new employer, how to fix duplicates, and how the Tier II pot travels when you change employer.

Starting a new job

  1. Give HR your existing NSSF membership number on day one. It goes on the payroll master file.
  2. If you have forgotten it, dial *303# or log in to nssf.or.ke with your National ID to retrieve it.
  3. HR adds you to the monthly Byproduct return. From next payroll cycle, your contributions post against the same number as before.
  4. If HR insists on a fresh registration, decline politely and cite the NSSF one-number rule. Registering twice creates the duplicate you will eventually have to unwind at claim time.

Fixing duplicate NSSF numbers

If you already have two or more numbers, consolidate them. Delay makes the reconciliation harder because contributions keep landing under both.

  1. Gather every NSSF card, letter, or portal login you have. Note the numbers.
  2. Visit any NSSF branch or a Huduma Centre with an NSSF desk.
  3. Present your National ID, all NSSF numbers, and any statements you can print.
  4. Fill the Account Merger form. NSSF verifies contribution history under each number.
  5. Contributions are moved to the surviving number (usually the oldest). The duplicate is cancelled.
  6. Turnaround: 2 to 4 weeks. Check the surviving statement to confirm the sum.

Moving your Tier II pot when you leave

If your previous employer contracted Tier II out to a private scheme, the vested amount is yours. When you leave you have three routes:

  • Transfer to the new employer scheme: if the new employer is also contracted out, ask both scheme administrators to arrange a scheme-to-scheme transfer. No tax event.
  • Transfer to an Individual Retirement Benefits Scheme (IRBS): any RBA-registered administrator (Zamara, Britam, ICEA, CIC, Enwealth, Kenindia, etc.) can open an IRBS in your name. Transfer is tax neutral. You keep managing the pot until retirement or another rollover.
  • Withdraw: allowed but expensive. Under RBA rules a departing member may access their own contributions plus interest, but the employer portion is preserved until retirement age (60 by default, 50 with early-retirement rules). Withdrawn amounts are taxed at graduated PAYE rates on the excess above tax-free thresholds.

Tier I is portable by default

Tier I always stays with NSSF regardless of employer. Nothing moves; the same membership number just keeps accumulating credit. You cannot transfer Tier I to a private scheme.

Do a statement check every year

  • Log in at nssf.or.ke or dial *303#.
  • Cross-check the last 12 months against your P9. Every P9 should match a contribution line.
  • Missing months? Ask your employer for the M-PESA confirmation or bank slip, then raise a Contribution Enquiry on the portal.
  • Do the same for any private Tier II scheme via the scheme portal (Zamara, Britam, ICEA, CIC, Enwealth, etc.).

Moving between informal and formal sector

The same number works. If you go from formal employment to freelancing, you continue to contribute voluntarily via paybill 333300 with your membership number as the account. Minimum voluntary contribution is KES 200 per month. When you rejoin formal employment later, hand the same number to the new employer.

FAQ

Do I get a new NSSF number at each new job?

No. Your NSSF membership number is issued once and stays with you across every employer, formal or informal, in Kenya. When starting a new job, give HR your existing 10-digit number, not a fresh application.

I have two NSSF numbers from different jobs. What do I do?

Consolidate them. Take both cards or membership letters plus your National ID to any NSSF branch or Huduma Centre. NSSF merges the accounts and cancels the duplicate; contributions from both are then attributable to the surviving membership number.

What happens to my Tier II pension when I leave a contracted-out scheme?

The vested amount is portable. Options are: transfer to the new employer scheme, transfer to an Individual Retirement Benefits Scheme (IRBS) at any RBA-registered administrator, or (subject to age and other rules) partial withdrawal. Full withdrawal is heavily taxed; transfer is usually the better move.

What if my previous employer never remitted?

Raise a Contribution Enquiry on the NSSF portal or app. If the return was filed but not paid, NSSF pursues the employer. If neither, you may need to escalate with a formal complaint; keep payslips and P9 as evidence of the deduction.
