The five real causes
1. Wrong invoice reference in the account field
The single biggest cause. TIMS matches an exact alphanumeric invoice reference. If you used your vehicle plate, your ID, or a partially copied reference, the payment lands in eCitizen suspense and TIMS never sees it. Check the M-PESA SMS; the account it shows is what TIMS is looking for.
2. Paid to the legacy 206206 paybill
The old NTSA-specific paybill still resolves, but reconciliation to TIMS is slower than the consolidated 222222. If you used 206206, the money still reaches NTSA but reconciliation can take 5 to 10 working days. No action needed except patience unless it drags beyond that window.
3. Weekend or public holiday payment
TIMS runs its reconciliation batch on business days. A Saturday afternoon payment often does not reflect until Tuesday morning. Wait, then re-check.
4. Multiple open invoices, wrong one paid
If you had two open fines and paid the wrong invoice, the payment cleared one and the other remains open. Log in and look at both records; the one you meant to close is still listed. Pay it separately, or request reassignment.
5. eCitizen backend outage
Rare but real. If the eCitizen platform is down for maintenance or under load, invoices generated but paid before the platform came back can miss the reconciliation window. Retry after 24 hours and, if still no, escalate.
The exact recovery steps
- Save the M-PESA SMS and the eCitizen SMS. The 10-character M-PESA reference and the eCitizen invoice reference are the two IDs the helpdesk needs.
- Re-check on TIMS after 72 hours. Log in, refresh the fines section, look under both Open and Paid tabs.
- Email helpdesk@ntsa.go.ke. Subject: Fine payment not reflecting - [driving licence number]. Attach both SMS screenshots. Include: your name, ID, driving licence number, vehicle registration (if applicable), M-PESA code, eCitizen invoice reference, and the fine reference you were trying to pay.
- Escalate to eCitizen support. Open a ticket at support.ecitizen.go.ke with the same evidence pack; eCitizen holds the master suspense ledger.
- Walk into a Huduma Centre. Any Huduma Kenya has an NTSA counter. Bring: ID, M-PESA SMS printouts, and the fine reference. Manual reconciliation on-desk takes 30 to 60 minutes.
Proof of payment while it clears
Between paying and TIMS clearing, you have two pieces of evidence that a traffic officer will accept:
- M-PESA confirmation SMS from Safaricom showing amount and reference to paybill 222222 (or 206206).
- eCitizen SMS confirming the invoice number.
Keep both on your phone. If stopped, offer them; the officer can radio their duty office for confirmation. Do not pay the fine a second time in cash at the roadside.
How to prevent this next time
- Always copy-paste the invoice reference from TIMS; do not type it.
- Verify the M-PESA SMS reference matches the invoice before dismissing the confirmation.
- Pay on a weekday morning if possible.
- Do not open a second invoice for the same fine; cancel the first if needed.
- Use 222222 (the consolidated eCitizen paybill), not the legacy 206206.

FAQ
How long is normal for a fine to clear on TIMS?
Within 30 minutes during business hours; up to 72 hours over a weekend or public holiday. Beyond 72 hours with no update, treat as a reconciliation problem and escalate.
What is the single most common cause?
Wrong invoice reference in the M-PESA account field. TIMS matches the exact alphanumeric reference. Any typo, missing character, or use of a plate number in place of the invoice reference lands the payment in eCitizen suspense.
Do I get the money back if reconciliation fails?
The money is not lost. It sits in the eCitizen suspense ledger and can be reassigned to the correct invoice via helpdesk@ntsa.go.ke. Standard resolution is 3 to 5 working days.
Can I be arrested for a fine that TIMS still shows as open even after I have paid?
You can be stopped and questioned. Carry the M-PESA SMS and the eCitizen SMS as proof of payment while reconciliation clears. Traffic officers can verify manually with their duty office.
