eCitizen invoice not generated: what to do

Recovery flow when the invoice never appeared or you paid 222222 without one.

Two versions of the same problem land in our inbox almost daily. Version one: the eCitizen application is submitted but no invoice reference appeared, so there is nothing to type into M-PESA. Version two: the applicant paid paybill 222222 with something plausible-looking as the account and the payment is now in limbo. Both are recoverable if you catch them quickly. Here is the drill.

Scenario A: application submitted, no invoice appeared

Step 1: reload from My Applications

  1. Log out of eCitizen. Log back in with a fresh session.
  2. Dashboard, click the agency (Immigration, NTSA, BRS, etc.).
  3. Under My Applications, find the application. Status should read Submitted, Awaiting Payment.
  4. Open it. Look for Generate Invoice or Complete Payment.
  5. If the button appears, click it. Invoice reference is generated on the next page.

Step 2: retrieve from My Payments

  1. Same session, sidebar My Payments.
  2. Filter by Pending.
  3. Any open invoice for the application is listed with amount and generation date.
  4. Click, copy reference, pay via 222222.

Step 3: USSD fallback

  1. Dial *217#.
  2. Select the agency corresponding to the application.
  3. The menu returns the last active invoice reference for that agency under your ID.

Step 4: application auto-cancelled

If My Applications shows Cancelled or the application is not listed at all, the session likely timed out before final submission. The typical fix is to restart the application from scratch. Any fees you have not paid are not owed.

Scenario B: you paid 222222 with no reference (or the wrong one)

Step 1: verify the SMS

  1. Open the M-PESA confirmation SMS.
  2. Confirm business is PAYBILL 222222, amount matches, and note the M-PESA transaction ID (starts with letters, e.g. QGH1A2B3C4).
  3. Note what you typed in the account field.

Step 2: recover from suspense

  1. Log in to eCitizen. Open My Payments.
  2. If eCitizen already auto-attributed the payment (rare when the account is wrong), it will appear against an application. Done.
  3. If it does not appear, email support@ecitizen.go.ke with subject Suspense Payment Recovery, [your ID number]. Include: M-PESA confirmation SMS (screenshot), the invoice reference you should have paid against (if you can find it), and the application details.
  4. Turnaround: 3 to 10 working days. eCitizen matches the payment to the intended invoice and closes both.
  5. Follow up if no reply after 10 working days: phone 0800 720 288 with the M-PESA transaction ID.

Step 3: Huduma Centre fast-path

If the service is time-sensitive (passport travel, licence renewal expiry), walk into a Huduma Centre with a printed M-PESA statement, your National ID, and the application reference. Ask for the eCitizen desk. The officer can raise a manual re-attribution ticket the same day.

Preventing this next time

  • Always generate the invoice first, then pay.
  • Use the STK-push button from the eCitizen dashboard rather than typing the paybill manually; it pre-fills the account correctly.
  • Do not close the browser tab between application submission and payment; the invoice reference is on the page.
  • Screenshot the invoice reference and amount before leaving the page.
  • If unsure, wait; a fresh application is cheaper than a chased refund.

FAQ

I paid paybill 222222 without an eCitizen invoice reference. Is my money lost?

No. The money lands in the eCitizen suspense ledger. You can recover it by contacting eCitizen support with your M-PESA confirmation SMS and the intended application. Turnaround is 3 to 10 working days.

The application says Submitted but no invoice was generated. What happened?

Usually a session timeout or a browser back-button issue. Log out, log back in, open the application, and try Regenerate Invoice or Complete Payment. If the button is missing, the application may have been auto-cancelled; you will need to restart.

How do I contact eCitizen support?

Email support@ecitizen.go.ke, phone 0800 720 288 (toll-free), or visit any Huduma Centre with an eCitizen desk. Always quote your ID number and the application reference.

Does paying via M-PESA app auto-fill the account?

Only if you initiated the payment from the eCitizen dashboard using the STK-push button; that pre-fills 222222 with the correct account. If you type paybill 222222 manually, you must type the invoice reference yourself.
