Five common lockout causes
- Wrong password five times. Standard soft lock, 30 minutes.
- OTP not received. Your registered phone number is off, out of network, or no longer yours.
- Multiple concurrent sessions. Logging in on a phone while a laptop session is active occasionally trips the fraud detection.
- ID mismatch after IPRS update. If IPRS changed your name spelling or date of birth, TIMS may refuse the login until re-verified.
- Suspected fraudulent activity. If someone tried to log in from an unusual IP or device, NTSA hard-locks the account pending in-person verification.
Soft lock recovery
- Wait 30 minutes.
- Return to tims.ntsa.go.ke.
- Click Forgot Password. Enter your ID and the registered phone number.
- OTP arrives by SMS. Enter, then set a new password.
OTP not received
The OTP is sent to the phone number NTSA holds on file, which may not be your current number. Three things to try:
- Wait 3 minutes. SMS delivery on Safaricom, Airtel, and Telkom can lag under load.
- Verify signal on the registered phone; power-cycle if unsure.
- If the number is no longer yours, you cannot reset online. Go to Huduma.
Hard lock recovery: Huduma Centre walk-in
- Attend any Huduma Kenya centre. NTSA counters are present in all major centres (Nairobi CBD, GPO, Kisumu, Mombasa, Nakuru, Eldoret, plus most county capitals).
- Take a ticket for the NTSA queue.
- Present your original ID, your KRA PIN, and any prior TIMS reference numbers.
- The clerk verifies you against IPRS, updates the registered phone number if needed, and resets the account.
- You leave with a temporary password valid for 24 hours; log in and set a permanent one on first use.
Prevention
- Update your TIMS phone number the moment you change SIMs.
- Use a password manager; do not guess the password after two failed attempts.
- Keep the KRA PIN and TIMS reference in your notes app for emergency verification.
The eCitizen alternative
eCitizen (accounts.ecitizen.go.ke) surfaces some NTSA services independent of the TIMS login: logbook records lookup, PSV badge status, and inspection booking history. These are read-only for most drivers. Full transactional flows (renewals, tests, transfers) still route through TIMS.

FAQ
How many wrong password attempts lock TIMS?
Five consecutive wrong attempts lock the account for 30 minutes. Repeated lockouts across a day escalate to a hard lock requiring OTP reset.
What if my registered phone number is no longer active?
You need to update the phone number in person. Attend any Huduma Centre with your ID and NTSA supporting docs. Online reset is not available if you cannot receive the OTP.
Can I renew my licence through eCitizen instead of TIMS?
eCitizen surfaces some NTSA services (logbook search, PSV badge) but the full driving-licence renewal and driving-test booking flow still requires the TIMS account. Unlock the TIMS account rather than trying to route around it.
How long does the Huduma Centre walk-in take?
Typically 30 to 60 minutes if you have your ID, KRA PIN, and any TIMS reference numbers. Ticket lines vary by centre; Nairobi CBD is busiest.
