What is appealable
Three items on a HELB statement can move under appeal:
- Non-disclosure penalty (KES 5,000 per month). Charged when a borrower started employment and did not notify HELB. The largest source of statement bloat for graduates 5+ years into work.
- Late-payment penalty. Charged when instalments are missed after the repayment schedule begins.
- Employer non-remittance penalty passed through. Charged in error; must be reversed once the employer is billed instead.
Not appealable: 4 percent contractual interest, 1 percent administration fee, 1 percent annual insurance. These are contractual and only waivable in death or permanent disability under the insurance.
Filing an appeal
- Write to contactcentre@helb.co.ke (or the Chief Executive Officer, HELB, PO Box 69489-00400 Nairobi, for a formal letter appeal).
- Subject: Appeal for penalty waiver - [full name] [HELB loan number].
- Content: state the loan history, the penalty amount you seek waived, and the hardship grounds.
- Attach evidence: unemployment letter, medical records, dependant certificates, recent bank statements.
- Acknowledgement follows within 7 working days.
- Board Appeals Committee decision within 6 to 10 weeks.
Requesting a restructure
- Log into helb.co.ke and download the latest statement (know the exact balance).
- Calculate what you can realistically afford per month based on income minus essentials.
- Write to contactcentre@helb.co.ke requesting a restructure at [figure] per month for [months].
- Attach recent payslips or M-PESA statements showing income.
- HELB responds with either an acceptance, a counter-proposal, or a request for more documentation.
- Once agreed, HELB sends a restructure letter; you set up a standing order to paybill 200800 for the agreed figure.
Hardship categories that HELB recognises
- Long-term unemployment. 12+ months out of formal employment with supporting NEA record or unemployment declaration.
- Medical incapacity. Chronic illness or long-term treatment documented by a licensed medical practitioner.
- Family dependency. Sole breadwinner supporting elderly parents, minor siblings, or a spouse with medical needs.
- Protracted informal-sector income. Documented low income (bank statements below KES 30,000 per month over 12+ months).
- Legal impediment. Bankruptcy, court order, or estate wind-up.
If your appeal is refused
Two escalation paths:
- Board Appeals Committee review. Written request within 30 days of the refusal, including any new evidence not previously considered.
- Ministry of Education escalation. HELB reports to the Ministry; a letter to the Cabinet Secretary can prompt a review of a policy-level refusal (rare but occasionally effective for public-interest cases).
Beyond that, judicial review through the High Court under the Fair Administrative Action Act is available but rarely worth the cost for individual borrowers.

FAQ
Can I appeal HELB interest?
Interest on the principal is contractual and not appealable. Penalties (particularly the KES 5,000 per month non-disclosure penalty) are discretionary and can be waived by the Board on hardship grounds. Focus the appeal on penalties.
What counts as hardship for a HELB appeal?
Documented unemployment, medical incapacity, family dependency, or protracted informal-sector income. Bring evidence: medical records, dependant certificates, bank statements showing low balances. Anecdotal is not enough.
How long does an appeal take?
Acknowledgement within 7 working days. Board Appeals Committee sits monthly. Realistic decision window is 6 to 10 weeks. Continue making at least a token monthly payment during the wait to show good faith.
Can I restructure into a fixed monthly plan?
Yes. HELB will accept a written restructure request setting out the monthly figure you can afford. Standard restructure runs 24 to 60 months; longer terms require a written justification.
