The historical context
Kenya has had multiple presidential taskforces touch student debt in the past two decades:
- Kibaki era (2008 to 2012). Expansion of HELB coverage and introduction of the check-off system; no consolidation.
- Uhuru era (2013 to 2022). Periodic HELB amnesties on accumulated penalties, notably 2019 to 2021. Presidential Taskforce on University Reforms considered debt restructuring but nothing was gazetted.
- Ruto era (2023 to present). Higher education funding was overhauled under the New Funding Model (means-testing per household), but the model applies to future borrowers; existing HELB debt was not consolidated.
What actually exists today
Three real tools for a HELB borrower with a heavy balance, none of which involve consolidation:
- Settlement quote with penalty discount. Call 0711 052 000 and request the settlement figure; HELB negotiates a discretionary discount on accumulated penalties. See HELB settlement and discharge.
- Appeal for penalty waiver. If penalties accumulated during a documented hardship, appeal in writing. See HELB appeal and restructure.
- Restructure into a fixed plan. Written request setting out affordable monthly figure and term.
What does not exist
- No cross-lender consolidation combining HELB, KCB M-PESA, Fuliza, or mobile lender debts into one facility.
- No blanket principal write-off. Any waiver applies to penalties only.
- No automatic amnesty for defaulters; historic amnesties required active application within a window.
- No consolidation of the New Funding Model with legacy HELB debt.
What to watch for a real announcement
A real HELB programme has all four of the following. If any are missing, treat the claim as unverified:
- A Kenya Gazette notice with a specific number and date.
- A helb.co.ke announcement page.
- A defined application window with specific eligibility criteria.
- A designated contact channel (email or phone) staffed to answer questions.
In the meantime
The best strategy for a stuck borrower is to work the existing levers rather than wait for a programme that may never come. A settlement quote plus a penalty appeal, run in parallel, is almost always better than the theoretical value of a hypothetical future amnesty.

FAQ
Is there an active HELB consolidation programme in 2026?
As of 26 August 2026, no active loan consolidation programme is running. Isolated amnesty windows and penalty waivers have been announced historically but nothing that consolidates multiple HELB or student loans into a single restructured facility. Verify current programme announcements at helb.co.ke.
What historical programmes existed?
HELB has offered periodic amnesties on accumulated penalties (not principal) as public campaigns; the last significant amnesty was announced in the 2019 to 2021 window. Consolidation across multiple government-lender facilities has been proposed in various presidential taskforce reports but not implemented as a live programme.
Where can I confirm if a new programme launches?
Watch helb.co.ke, the Ministry of Education, and the Presidential Delivery Unit for announcements. Any real programme has a public gazette notice and a defined application window; if it does not, it is not real.
What do I do in the meantime?
Focus on the levers that exist today: settlement quote (with penalty discount), appeal for hardship-based penalty waiver, or a formal restructure into a fixed monthly plan.
