The Higher Education Loans Board funds Kenya's public university and TVET students. By 2026, HELB has disbursed loans to roughly 1.5 million Kenyans across the last three decades. If you went to a public university, KMTC, or a TVET institution on a HELB loan, you owe one. If you graduated more than a year ago, your repayment is due. This guide covers the M-PESA flow, the rules on how much to pay, and what actually happens if you default.

The step-by-step on M-PESA

  1. Open M-PESA. The app, the SIM toolkit, or *334#. Any of them works.
  2. Lipa na M-PESA, then Pay Bill. Do not pick Buy Goods. HELB does not accept Buy Goods or Pochi.
  3. Business number: 200800. Verify each digit. Paybill scams target near-look-alike numbers (200080, 220800, etc.).
  4. Account number: your national ID. Eight digits, no spaces, letters, or dashes. If your ID has a leading zero (as some older IDs do), include it.
  5. Amount: the figure in KES. Any amount is accepted. There is no minimum and no maximum on a per-transaction basis (though the M-PESA per-transaction cap of KES 250,000 still applies).
  6. PIN and confirm. M-PESA confirms the transaction by SMS within seconds. HELB usually reflects the payment on the portal within 24 hours, sometimes faster.

Who has to repay, and when

The standard HELB rule: repayment is due one year after graduation or upon getting employment, whichever comes first. The grace year exists so graduates can settle into work before the obligation lands. After that point, you owe.

For Kenyans on formal employment, your employer is required by law to deduct HELB repayments from your gross pay (a check-off arrangement) once HELB notifies them. If you are not on formal employment, you are still on the hook. You have to initiate repayments yourself, typically via the M-PESA paybill above. HELB offers a small rebate (10% of cumulative repayments) for self-initiated payers who clear ahead of schedule.

How much you have to pay each month

HELB loans accrue interest at 4% per annum, well below market rates. The board designs the monthly payment to clear the loan within ten years of the start of repayment, with the figure depending on your loan size and term:

  • Average undergraduate borrower (KES 240,000 to KES 480,000 over four years): monthly repayment is typically KES 1,500 to KES 3,500.
  • Heavier borrower (medicine, engineering, or six-year courses): KES 4,000 to KES 6,000 per month.
  • TVET borrower (smaller loans, shorter courses): KES 800 to KES 1,500 per month.

These are HELB's targeted figures based on a ten-year repayment plan. If your income lets you pay more, you can. There is no penalty for early repayment, and the 10% rebate on prompt full repayment is one of the better deals in Kenyan consumer credit.

How to check your HELB balance

Three ways:

  1. The HELB portal at helb.co.ke. Log in with the email and phone number you registered during your studies. The dashboard shows principal, interest accrued, and current outstanding balance, plus a payment history.
  2. USSD: dial *642# from a Safaricom line. Choose Loan Status. The balance arrives by SMS.
  3. Phone or email. Call the HELB customer line on 0711 052 000 or email customercare@helb.co.ke with your name and ID number. Response time is usually 1-3 working days.

What happens if you default

HELB defaults are taken seriously. The board has, at various points, listed defaulters with all three Credit Reference Bureaux in Kenya (TransUnion, Metropol, Creditinfo). A CRB listing has real consequences:

  • You cannot get a mobile loan from Tala, Branch, Zenka, KCB M-PESA, or M-Shwari while listed.
  • You cannot get a bank loan, credit card, or even some forms of asset finance while listed.
  • Some employers (especially in banking, insurance, and government) check CRB status during hiring and may decline to offer.
  • Visa applications to some countries (the UK, Schengen, the US) can ask for credit history; a CRB listing can complicate the process.

HELB also charges a monthly penalty of KES 5,000 per month on defaulters who fail to declare their employment status to the board. The penalty is on top of the loan and runs from the month employment started.

If you have defaulted but want to come back into compliance, contact HELB directly. The board has historically offered amnesty windows (interest waivers, penalty forgiveness) every few years for borrowers who restart paying. The current amnesty terms are at helb.co.ke.

What to do if your payment does not reflect

HELB reflects M-PESA payments on the portal within 24 hours in most cases. If 48 hours pass without the credit appearing:

  1. Confirm the M-PESA SMS. The 10-character transaction code is your proof of payment. Save it.
  2. Verify the account number. The SMS shows the account you keyed. Confirm it matches your national ID exactly (no transposed digits).
  3. Email customercare@helb.co.ke with the M-PESA transaction code, your full name, and your ID number. HELB reconciles unmatched payments within 5-10 working days.
  4. Phone HELB on 0711 052 000 if you need it traced faster. Have the M-PESA code ready before calling.

Bulk repayments and paying from abroad

Diaspora Kenyans can pay HELB from outside the country in two ways: by sending funds to their own M-PESA wallet via M-PESA Global, then paying HELB the standard way; or by direct bank transfer to HELB's collection accounts at KCB, NCBA, and Co-op (account details on helb.co.ke). Bank transfer is the cheaper route for amounts above KES 50,000 per repayment because it avoids M-PESA wallet caps.

For one-time bulk repayments above KES 250,000 (the M-PESA per-transaction cap), split across multiple M-PESA payments or use bank transfer. Each split payment produces a separate transaction code. Keep them all in case reconciliation is needed.

HELB is not glamorous and most borrowers ignore it for years. The math says otherwise. Clearing the loan unlocks credit access, removes a long-term overhang, and qualifies you for the 10% rebate. The M-PESA flow takes under a minute. The only friction is starting.
