Huduma Namba is one of the most-asked and least-understood terms in Kenyan civic tech. Rolled out with enormous publicity in 2019, judicially delayed, quietly superseded, and now the subject of persistent confusion. This guide sets out where things stand in 2026: what Huduma Namba was, what happened to it, what Maisha Namba is, and what any of it means for the ID in your wallet today.
What Huduma Namba was
The National Integrated Identity Management System (NIIMS) was established by amendments to the Registration of Persons Act in late 2018. It aimed to consolidate every existing identifier (National ID, KRA PIN, NHIF, NSSF, birth certificate) under one unique number, the Huduma Namba, and to issue every Kenyan a Huduma Card. Enrolment ran between April and May 2019; the government reported roughly 36 million Kenyans registered.
What happened next
- January 2020: the High Court in Nubian Rights Forum v Attorney General allowed NIIMS to proceed but held that a Data Protection Impact Assessment (DPIA) and specific safeguards had to be in place before roll-out of the Huduma Card.
- 2020 to 2022: a limited pilot of Huduma Cards was attempted; large-scale issuance never happened. Data protection compliance concerns persisted.
- September 2023: the new administration announced the launch of Maisha Namba as the successor unique personal identifier, folded into the routine National ID and Civil Registration flow.
- 2024 to 2026: Maisha Namba is being embedded into new IDs and birth certificates. Huduma Namba is not being actively issued or promoted.
If you registered for Huduma Namba in 2019
- Your biometric and demographic data was captured and stored by the government.
- You may have received an SMS with a temporary Huduma Namba, or a paper receipt, or nothing at all.
- No Huduma Card has been issued to you unless you were part of the limited pilot.
- You do not need to take any action.
- Your existing National ID and Kenyan citizenship rights are unaffected.
Maisha Namba, the successor
- Announced September 2023 by the Ministry of Interior.
- Assigned automatically at birth registration or at ID renewal.
- Number format is a Unique Personal Identifier (UPI) tied to the person for life.
- Sits alongside the existing National ID number, at least for now; downstream integration with KRA, NSSF, SHA is being phased in.
- No separate application flow; it is a by-product of the routine National Registration or Civil Registration process.
Getting a new National ID in 2026
- Attend any Huduma Centre with a National Registration desk, or the sub-county Registrar's office.
- Bring your birth certificate and evidence of citizenship.
- Biometric capture (photo, fingerprints).
- Application processed under the current Maisha Namba flow.
- Waiting card issued; permanent National ID (plus embedded Maisha Namba on new-format cards) delivered within a few weeks.
What identifier to carry day to day
- Your National ID remains the primary identifier for every routine transaction (SIM registration, bank account, KRA services, SHA, NSSF).
- Your KRA PIN is required for tax-adjacent transactions (buying a car, opening a bank account, employment).
- Your Maisha Namba, if you have received one via a new or renewed ID, is starting to be requested by some agencies but does not yet replace the National ID.
- You do not need to produce a Huduma Namba anywhere in 2026.

FAQ
Is Huduma Namba still active in 2026?
The Huduma Namba programme (NIIMS) is effectively defunct. The 2019 rollout was halted by the courts over data protection concerns; the government did not distribute Huduma Cards at scale; and Maisha Namba was introduced from October 2023 as the successor unique-identifier system.
I registered for Huduma Namba back in 2019. Is that useful?
Your biometric data was collected and stored, but no Huduma Namba card was ever mass-issued and no downstream service currently depends on it. You do not need to do anything with the registration; it will not block any current service.
What is Maisha Namba then?
Maisha Namba is the successor unique personal identifier, announced by the Kenyan government in September 2023 and phased in through the National Registration Bureau. It is being embedded in new National ID issuance and birth registration. As of 2026 it operates alongside the existing National ID number for most day-to-day services.
Do I need to register for Maisha Namba?
Maisha Namba is assigned by default to newborns registered under the new Civil Registration flow and to adults renewing or replacing their National ID. There is no separate application. If you are getting a new or replacement ID, the Maisha Namba is issued as part of that flow.
