How to verify a PSP is CBK-authorized

  1. Look them up on this page. Every entry is copied from the CBK PDF. We update within a week of any new directory publication.
  2. Cross-check against CBK directly. Download the source PDF at centralbank.go.ke. If we say a PSP is authorised and CBK does not, CBK wins, tell us at /report.
  3. If the brand is not on either list they may be riding on a licensed PSP (ask which), they may be a bank (see the CBK banks list), they may be a Digital Credit Provider (loan app, use /tools/cbk-licence-checker), or they may be operating illegally.

What CBK licensing means (and what it does not)

A Payment Service Provider is any company authorised under Kenya's National Payment System Act (2011) and the Payment Service Providers Regulations (2014) to move money or issue e-money. There are five practical bands, mirrored in the categories on this page: full mobile money issuers (Safaricom, Airtel, Telkom, SasaPay, Equitel and four more), processing PSPs that ride on the issuers, pure merchant gateways (DPO, Paystack, iPay, Pesapal and 18 more), the infrastructure operators (Interswitch, Kenswitch, PesaLink) that run interbank rails, and the two special-scope PSPs (KAPS for parking, KENEX for SWIFT).

CBK licensing does NOT include: banks (Banking Act, separate register at centralbank.go.ke), microfinance banks (Microfinance Act, separate register), SACCOs (Sasra), insurers (IRA), capital markets brokers (CMA), or Digital Credit Providers such as Tala, Branch and Zenka (CBK Digital Credit Providers Regulations 2022, a separate CBK register, use our DCP checker). Do not assume that because a brand appears in one CBK-related list it appears in all of them.

Yes. Airtel Money Kenya Limited is authorised as a full mobile money PSP, first licensed 21 January 2022. Entry: /cbk-licensed-psps/airtel-money.

Is Tala, Branch or a loan app CBK licensed?

Not as a PSP. Loan apps in Kenya are regulated under the CBK Digital Credit Providers (DCP) Regulations 2022, a separate licensing regime. See /tools/cbk-licence-checker for the DCP check and /guides/best-loan-apps-kenya-2026 for the licensed list.

What is the difference between a PSP and a bank?

A bank is licensed under the Banking Act to take deposits and lend. A PSP is licensed under the National Payment System Act to move money, issue e-money or run a merchant platform. PSPs do not offer bank accounts and are not covered by the Kenya Deposit Insurance scheme.

Who is the newest CBK-licensed PSP?

Whizmo Limited is the newest full mobile money PSP (licensed 15 May 2026). Quidexplus Kenya (trading as pawaPay) is the newest merchant gateway (licensed 17 June 2026, the snapshot date of the current CBK directory).

Who is the oldest CBK-licensed PSP?

Among current PSP Act licensees, Safaricom PLC is the oldest, first licensed on 1 January 2016 (M-PESA was in operation earlier under prior regulatory arrangements). Interswitch and Kenswitch have been licensed as payment infrastructure operators since 1 January 2019.

How often does CBK update the directory?

CBK does not publish on a fixed schedule. The current directory is dated September 2026 and reflects licensing as at 17 June 2026. paybillke checks CBK's page monthly and refreshes within one week of any new directory.

What is the difference between a mobile money issuer and a merchant gateway?

Issuers (Safaricom, Airtel, Telkom, SasaPay, Equitel and a handful more) can create e-money and hold customer wallets. Merchant gateways (DPO, Paystack, Pesapal, iPay and 18 more) only route payments between the issuers and the merchants who accept them.

What about Moja Expressway on the Nairobi Expressway?

Moja Expressway Company Ltd operates a toll collection system for the Nairobi Expressway. The toll points are purchased through licensed Payment Service Providers (PSPs) and banks, in the same way as payments to utility companies and providers of other services.
