Who will decline you outright
Most Kenyan mainstream credit runs a CRB check at the point of application. That includes:
- Commercial banks for personal loans, credit cards, mortgages, and asset finance.
- Major mobile-money loan apps (M-Shwari, KCB M-PESA on new applications, most digital lenders).
- Microfinance banks for individual credit products.
- Most BNPL and PAYGo providers at first application.
A negative CRB listing typically results in an automated decline, regardless of your income or the specific reason for the original default. There is limited discretion in the mainstream underwriting process. See our specific analysis at KCB M-PESA loan when CRB-listed for the KCB-specific detail, and how to get off CRB in Kenya for the clearance process.
Hustler Fund
Hustler Fund (Financial Inclusion Fund), launched by the Government of Kenya in 2022, is structured differently. It uses its own scoring based on M-PESA behaviour and Hustler Fund repayment history for its small facility, and does not currently run CRB as a gating condition for entry-level access. That does not mean the fund is unlimited; loan sizes are small (typically KES 500 to KES 50,000 depending on progression through tiers), and defaulting on Hustler Fund itself has consequences within that system.
A CRB-listed borrower who has never touched Hustler Fund can, in principle, apply for the entry-level facility. Confirm current policy on hustlerfund.go.ke because the government revisits scheme parameters periodically. Specific tier-level limits and pricing as of August 2026 are unverified in this article; verify at source.
SACCOs (Savings and Credit Cooperative Societies)
The SACCO model is fundamentally different from bank underwriting. A SACCO loan is primarily secured on:
- The borrower's own shares in the SACCO (typically a multiple of 3x to 5x shares is the borrowable amount).
- Guarantees from fellow SACCO members.
Because the SACCO holds your own savings as collateral and has a network of member guarantors on the line, CRB status is often a secondary consideration. Many SACCOs will still lend to a CRB-listed member in good standing (regular monthly contributions, no internal default history), though the amount available may be reduced and the process may require a stronger set of guarantors.
The catch: SACCO membership takes time to build. You typically need 6 to 12 months of monthly contributions before you can borrow, and share-backed loans are capped at a multiple of your shares. See our top SACCOs guide for the major SACCO options in Kenya.
Secured logbook loans
Some CBK-licensed non-deposit-taking credit providers will consider CRB-listed borrowers for logbook-secured loans (car, boda boda, truck), on the basis that the security is the asset rather than the credit history. Rates are typically much higher than mainstream credit. This can be a viable last resort, but the risks are real:
- The asset can be repossessed on default, with the same shortfall exposure as any secured lender. See the shortfall guide for the mechanics on boda financing specifically.
- Rates are high enough to compound quickly on any missed payment.
- Unlicensed logbook operators are common in this segment. Verify the lender at our CBK licence checker. An unlicensed lender operating without CBK oversight is a much higher risk to your logbook and to your finances.
The unlicensed and predatory segment
Every Facebook and X ad promising "loans for CRB listed people with no security required" sits somewhere on a spectrum from operating outside the CBK framework to outright scam. Under the Business Laws (Amendment) Act No. 20 of 2024, in force 27 December 2024, unlicensed non-deposit-taking credit business carries section 33S penalties of up to 3 years imprisonment or KES 5 million [Source 1]. Practical implications for a CRB-listed borrower being pitched:
- Rates are typically extractive. Some products annualise into hundreds of percent APR, essentially guaranteeing re-default.
- Collection tactics can cross legal lines, but the unlicensed lender is themselves exposed to enforcement, giving the borrower some leverage if it comes to that.
- The lender may not have valid standing to CRB-list you (CRB submissions are for CBK-licensed lenders), meaning the immediate downside of default is less than it appears, though the collection nuisance is real.
- Many of the ads are outright scams requiring an upfront "processing fee" that pockets your money without any loan disbursement.
The honest recommendation: do not enter this segment. If mainstream credit is closed and your SACCO route is not viable in the timeframe you need, the more sustainable path is to plan the clearance of the existing CRB listing (see how to get off CRB in Kenya) and rebuild credit access legitimately.
What actually works, in priority order
- Clear the existing CRB listing. Follow the five-step process in how to get off CRB in Kenya. Settlement + written confirmation + lender-to-CRB submission within 30 days + free credit report verification + formal dispute if needed. Timeframe: 30 to 60 days from full settlement.
- Access Hustler Fund at the small-facility tier if you have never used it, or use existing Hustler Fund entitlement in the meantime. Confirm current policy.
- Borrow against SACCO shares if you are a member in good standing. If you are not a member, this route requires 6 to 12 months of setup.
- If you own a vehicle and mainstream credit is closed, consider a CBK-licensed logbook loan at high rates as a bridge, understanding the repossession exposure. Verify licensing.
- Avoid unlicensed lenders. The short-term relief is not worth the long-term compounding.

Regulatory framing
The CRB framework operates under the CBK Credit Reference Bureau Regulations, 2020 [Source 2]. Every CRB-reporting lender must be CBK-licensed; every mainstream Kenyan bank and licensed digital credit provider is in scope. Non-deposit-taking credit business providers (asset finance, PAYGo, BNPL) were brought under CBK supervision by the Business Laws (Amendment) Act No. 20 of 2024, in force 27 December 2024 [Source 1]. Section 33S penalties for unlicensed operation are up to 3 years imprisonment or KES 5 million. Verify any lender at our CBK licence checker.

FAQ
Do mainstream Kenyan banks lend to CRB-listed borrowers?
Generally no. Banks and mainstream loan apps run a CRB check on application; a negative listing typically results in decline. That does not mean the door is closed forever, but for now, mainstream credit is out of reach until the listing is cleared or ages off.
Does Hustler Fund check CRB?
Hustler Fund is not currently structured around CRB checks for its small facility. It uses its own scoring based on M-PESA behaviour and Hustler Fund repayment history. CRB status does not automatically disqualify. Confirm current policy on hustlerfund.go.ke as this can change.
Can a SACCO still lend to me when I am CRB listed?
Often yes, if you have existing savings and guarantors within the SACCO. SACCOs lend primarily against members' own shares plus co-member guarantees; a CRB listing weakens the case but does not automatically bar you. Individual SACCO policies vary.
Are logbook loans safe for a CRB-listed borrower?
Sometimes. Some CBK-licensed non-deposit-taking credit providers will lend against a logbook to CRB-listed borrowers, at rates that are typically much higher than mainstream credit. Verify the lender at the CBK licence checker before signing; unlicensed logbook operators are common and risky.
What about the lenders on Facebook offering "loans for CRB listed" people?
Most are either unlicensed lenders operating outside the CBK framework, or scams. Under the Business Laws (Amendment) Act No. 20 of 2024, unlicensed non-deposit-taking credit business carries section 33S penalties of up to 3 years imprisonment or KES 5 million. Verify at the CBK licence checker; if the lender is not on the register, walk away.
