Gambling is for adults aged 18+ only.

Only play with money you can afford to lose. paybillke lists operators that hold a current GRA licence at the time of verification. Confirm on gra.go.ke before depositing. If gambling is becoming a problem, support is available. Call the GRA helpline on 0800 222 333.

The cost of a BetPawa deposit or withdrawal is not one number. It is the sum of a Safaricom tariff (published on safaricom.co.ke, verify current bands before you quote them), a statutory excise set by the Finance Act 2025, and any operator-level fee. On the operator layer, BetPawa does not charge extra on M-PESA in or out. The maths below assumes the current tariff bands and 5 percent excise on both sides.

Why the costs exist

  • Safaricom paybill tariff. The paybill product is a paid service to businesses; Safaricom charges the customer a small stepped fee for using it. Verify the current bands on safaricom.co.ke.
  • Deposit excise (Finance Act 2025). A 5 percent duty on every deposit into a Kenyan betting operator, collected at settlement and paid to KRA. Applies identically across all licensed operators.
  • Withdrawal excise (Finance Act 2025). A 5 percent duty on every withdrawal to M-PESA. Same statutory basis; applies across licensed operators.
  • Withholding tax on winnings. A separate tax on the winnings themselves, not on the transaction. Applies above KRA thresholds. Look for a WHT line on the operator statement.

Worked examples

The numbers below round the Safaricom paybill tariff to the nearest common band. Verify the exact tariff on the Safaricom site before publishing them anywhere.

Deposit: KES 100

  • You send: KES 100 to paybill 290020
  • Safaricom paybill tariff at sender: approximately KES 0 to 6 depending on the current band
  • 5 percent deposit excise deducted: KES 5
  • BetPawa wallet credit: approximately KES 95

Deposit: KES 500

  • You send: KES 500 to paybill 290020
  • Safaricom paybill tariff at sender: verify current band (typically low double digits)
  • 5 percent deposit excise deducted: KES 25
  • BetPawa wallet credit: approximately KES 475

Deposit: KES 2,000

  • You send: KES 2,000 to paybill 290020
  • Safaricom paybill tariff at sender: verify current band
  • 5 percent deposit excise deducted: KES 100
  • BetPawa wallet credit: approximately KES 1,900

Withdrawal: KES 100

  • You request from BetPawa: KES 100
  • 5 percent withdrawal excise deducted: KES 5
  • Safaricom receive fee at your end: none
  • M-PESA credit: approximately KES 95

Withdrawal: KES 500

  • You request from BetPawa: KES 500
  • 5 percent withdrawal excise deducted: KES 25
  • M-PESA credit: approximately KES 475

Withdrawal: KES 2,000

  • You request from BetPawa: KES 2,000
  • 5 percent withdrawal excise deducted: KES 100
  • M-PESA credit: approximately KES 1,900

Common misconceptions

  • "The operator charges the fee." No. The excise is a statutory tax paid to KRA. BetPawa passes it through, it does not keep any of it.
  • "Bigger operators charge less." The excise is identical across all Kenyan licensed operators. Anyone advertising a lower rate is either wrong or unlicensed.
  • "I can avoid the excise with USSD instead of the app." No. The excise applies at settlement, not at the interface layer. Both USSD and app route through the same M-PESA and the same operator ledger.
  • "Splitting deposits saves money." Not meaningfully. The 5 percent excise is linear, and the Safaricom tariff is close to flat within each band.
  • "There is no fee on withdrawals." Since the Finance Act 2025 there is a 5 percent withdrawal excise. Wallets that show zero fee are usually still deducting it silently; check the received amount against the requested amount.

If the maths does not match

If the amount credited to your wallet or M-PESA differs from these worked examples by more than the tariff band variance:

  • Compare the M-PESA SMS amount to the BetPawa statement line, second by second.
  • Check whether a promotional or bonus adjustment is included in the same line.
  • Escalate on BetPawa live chat with the M-PESA code and the statement snapshot.
  • If unresolved for 14 days, file with the GRA at gra.go.ke, Consumer Complaints.
  • If Safaricom tariff itself looks wrong, complain via Safaricom customer care or CAK.

FAQ

What does it cost to deposit into BetPawa via M-PESA?

Two costs stack. First, the Safaricom paybill tariff you pay when sending to paybill 290020: typically KES 0 on very small amounts, then a stepped fee that rises with the amount (verify current bands on the Safaricom tariff page). Second, the 5 percent Finance Act 2025 excise deducted from the deposit before it lands in the BetPawa wallet.

What does BetPawa actually charge on top?

BetPawa does not add an operator surcharge on M-PESA deposits or withdrawals. Both cost lines above are government or Safaricom, not the operator. Anyone telling you the operator adds a service fee is wrong; check the M-PESA SMS and the operator statement side by side.

How much of my deposit actually lands in the wallet?

Roughly 95 percent, after the 5 percent excise is deducted. On KES 1,000 sent, expect around KES 950 in the wallet. The Safaricom paybill tariff is charged separately at the sender side and does not further reduce the wallet credit.

How much of my winnings actually reach M-PESA on withdrawal?

Roughly 95 percent, after the 5 percent Finance Act 2025 withdrawal excise. There is no Safaricom receive fee on the recipient side. If you withdraw KES 1,000 the M-PESA credit is about KES 950. Some operators show the excise as a line item; some just show the net.

Is there any way to avoid the excise?

No, and any operator claiming they absorb the excise is misleading. It is a statutory tax paid to KRA at the settlement stage. The right frame is to plan around it: bigger, less frequent deposits reduce the cumulative Safaricom paybill fee, though the excise scales linearly regardless.

Do jackpot or promo wins carry the withdrawal excise too?

Yes. The 5 percent withdrawal excise applies to any cash withdrawal to M-PESA, including bonus-derived winnings and jackpot payouts. Separately, jackpot wins above the KRA threshold may attract withholding tax on the winnings themselves; check the operator statement for the tax line.

What is the Safaricom paybill tariff, and who publishes it?

Safaricom publishes the tariff bands under 'M-PESA rates' on safaricom.co.ke. Bands are stepped by transaction size. The exact numbers move occasionally, so verify current bands on the Safaricom site before quoting them to anyone.

If I split a KES 2,000 deposit into two KES 1,000 deposits, do I save money?

Marginally, on the Safaricom paybill tariff, but the excise is 5 percent linear either way. In most bands the combined tariff for two small deposits is close to (occasionally slightly higher than) the tariff for one larger deposit. Splitting is not a meaningful saving strategy.
