Your M-PESA loan limit is zero because you have been on the Safaricom network for less than 6 months, or you registered with a foreign passport (which blocks KCB M-PESA and Fuliza), or your M-PESA transaction volume is too low to score, or you have a prior default with the underlying bank. Fix time ranges from a few weeks (transaction volume) to permanent (foreign passport, unless you re-register with a national ID).
Cause 1: less than 6 months on the Safaricom network
Safaricom applies a general gate of about 6 months of active network usage before any mobile loan product assigns a limit. Active means calls, SMS, data, and M-PESA transactions, not just holding a SIM. New SIMs and dormant SIMs both fail this gate.
Fix. Use the line for at least 6 months. Some users see a small M-Shwari limit at month 3 or 4 with heavy M-PESA activity; the majority wait the full 6 months.
Cause 2: registered with a foreign passport
KCB Bank Kenya does not onboard passport-registered customers to the KCB M-PESA product. Safaricom does not extend personal Fuliza to foreign-passport SIMs. This is a hard block, not a scoring outcome.
Fix. If you now have a Kenyan national ID, re-register your Safaricom line against the ID. Then wait a scoring cycle. If you do not have a Kenyan ID, M-Shwari (NCBA) is the only mainline product likely to consider you, and typically at low limits.
Cause 3: low M-PESA transaction volume
The mobile loan scoring engines read your M-PESA statement: send frequency, paybill payments, till buys, incoming credit, wallet balance patterns. Users who use the SIM mostly for voice and airtime and rarely for M-PESA get low scores regardless of how long they have been on the network.
Fix. Use M-PESA regularly for at least 60 days before the next scoring cycle. Practical target: at least KES 20,000 in monthly M-PESA turnover across a mix of send, paybill, and till transactions. Cash-in and cash-out to yourself does not count as usefully as third-party transactions.
Cause 4: prior default with the underlying bank
A default on M-Shwari, KCB M-PESA, Fuliza or Fuliza Biashara that was reported to CRB (or that is on the bank's internal watch list) will cap the limit at zero for that product. Bank-level watch lists are separate from CRB; a Certificate of Clearance from a CRB reference does not automatically remove a bank's internal flag.
Fix. Clear the default in full, get a Certificate of Clearance from the CRB, then contact the bank (NCBA customer service for M-Shwari and Fuliza, KCB for KCB M-PESA) and ask for the internal flag to be cleared. Full walkthrough: M-PESA loans and CRB listing.
Expected fix times
| Cause | Time to first limit | What triggers the reassessment |
|---|---|---|
| New SIM, under 6 months | Wait to month 6, then activity-dependent | Regular M-PESA transactions during the wait |
| Foreign passport registration | Permanent for KCB M-PESA and Fuliza until re-registered with national ID | Line re-registration then scoring cycle |
| Low M-PESA volume | 60 to 90 days of consistent usage | Next scoring cycle |
| Prior default | 30 days after full clearance and bank internal flag removal | Bank confirmation plus scoring cycle |
What is not a cause
- Clean CRB but no bank history. A clean CRB alone does not guarantee a limit; you also need M-PESA transaction history.
- Big M-PESA balance. Sitting balance is not the signal; transaction flow is.
- Salary paid into a different bank. The mobile lenders score their own bank's data plus M-PESA, not third-party bank data. Getting salary through M-PESA (send-in from an employer) does score.

FAQ
How long does it take to get an M-PESA loan limit?
Safaricom applies a general 6-month active-on-network gate before any of the mobile loan products (M-Shwari, KCB M-PESA, Fuliza) assign a limit. Some users see a small first limit at month 6; others take 9 to 12 months depending on transaction volume.
I have been on Safaricom for years and my limit is still zero. Why?
Two likely reasons. First, low M-PESA transaction volume, the scoring uses M-PESA activity, not airtime spend. Second, a prior default with NCBA (M-Shwari, personal Fuliza), KCB (KCB M-PESA, personal Fuliza) or Safaricom itself. Clear the default, then wait for the next scoring cycle.
Does registering with a passport block me?
It blocks KCB M-PESA (KCB Bank policy, passport-registered customers are not onboarded to the KCB M-PESA product) and personal Fuliza (foreign passports blocked). M-Shwari has historically been more flexible but limits for passport-registered users are typically low.
Can I appeal a zero limit?
No formal appeal. Contact the bank (NCBA for M-Shwari, KCB for KCB M-PESA) to confirm nothing on file blocks you, then focus on increasing M-PESA transaction volume and Safaricom activity. The score is recomputed every scoring cycle.
