Teens on M-PESA Go can send, receive, buy airtime, pay Paybill and Buy Goods, and save into Ziidi MMF. They cannot deposit or withdraw cash, take a loan (Fuliza, M-Shwari, KCB M-PESA, Halal Pesa), pay any betting paybill, or send money to any political party. The parent can flip Send Money, Buy Airtime and Lipa na M-PESA on or off, but the block-list is fixed at product level.

The three channels a teen can use

  1. M-PESA Go app. A scoped-down build of the M-PESA app hosted at bit.ly/mpesago. Loan, withdraw and gambling flows are hidden entirely. The teen sees only what they can actually use.
  2. STK (SIM Toolkit). The traditional M-PESA menu that lives on the SIM. Works on any Safaricom phone, including feature phones. Follows the same allowlist as the app.
  3. USSD *334#. Works even without an active data connection. Same allowlist.

What teens actually spend on

The most common flows we see in the wild:

  • Lipa na M-PESA at a kiosk or shop for snacks, stationery and bundles (Buy Goods).
  • Send Money to a friend to split a purchase.
  • Buy Airtime for own line (still the biggest single category in urban families).
  • Paybill for a school-related payment when a parent has authorised it.
  • Ziidi MMF deposits: small, but growing since Safaricom opened it to M-PESA Go.

Edge cases worth knowing

  • Gifting airtime. When a teen sends airtime to another Safaricom number, Safaricom treats it as an outbound Buy Airtime, so it fails if the parent has disabled Buy Airtime.
  • Receiving from Airtel Money or T-Kash. Inbound cross-network transfers are allowed; the M-PESA Go account receives the money like any adult M-PESA account.
  • QR codes on gambling brands. Even if a betting brand publishes a QR that resolves to their paybill, the paybill number itself is on the block-list. The transaction fails at authorisation, not at scan.
  • Reversals. If a teen sends money to the wrong number, forward the original M-PESA confirmation SMS to 456 within 24 hours, the route on Safaricom's M-PESA Reversal page.

Frequently asked

Can a teen on M-PESA Go use the standard M-PESA app?

Yes, but only the M-PESA Go version. Safaricom serves teens a scoped-down build of the M-PESA app at bit.ly/mpesago, which hides withdraw, loan and gambling flows entirely.

Can a teen buy airtime for someone else?

Yes, sending airtime to another number is treated as a Buy Airtime transaction and is allowed (if the parent has left Buy Airtime enabled).

Can a teen pay for a matatu SmartCard top-up via paybill?

Yes. Any legitimate paybill outside the gambling and political-party blocklist works, including matatu SACCO paybills.

Can a teen scan and pay a QR code?

Yes. Scan-to-Pay on Lipa na M-PESA works from M-PESA Go, subject to the parent enabling Lipa na M-PESA.
