Kenya has around 90 licensed Water Service Providers (WSPs), each serving a defined supply area under a WASREB licence. Every WSP sets its own M-PESA paybill number, billing cycle and account-number format, but the underlying tariff structure is uniform: a WASREB-approved block tariff for domestic use, higher flat rates for commercial and institutional, a sewer surcharge as a percentage of the water charge where sewer is connected, and a small monthly standing charge. This page is the paybillke hub for the largest utilities, with a verified paybill, a tariff explainer and a bill calculator for each.

How water bills in Kenya work

Every regulated utility bill has the same anatomy. Read yours in this order and nothing will surprise you:

  1. Account number and meter number. The account number is your billing identity, the meter number is a physical asset tag on the meter. These are different fields.
  2. Previous reading, current reading, consumption. Consumption in cubic metres (m³) is the meat of the bill.
  3. Water charge. Consumption run through the block tariff. First 6 m³ is subsidised lifeline pricing, next block is stepped up, over 60 m³ sees the top rate.
  4. Sewer charge. Typically 60 to 75 percent of the water charge if you have a sewer connection. Zero on septic-tank properties.
  5. Standing / meter charge. Fixed KES 100 to 250 per month covering meter rent, reading and billing admin.
  6. Regulatory levies. WSTF and WASREB cess, typically KES 0.50 per m³.
  7. VAT. Piped domestic water is VAT-exempt. Sewer and commercial can attract 16 percent.
  8. Arrears carried forward. Prior unpaid balances land here.

The universal M-PESA payment flow

  1. Open M-PESA.
  2. Lipa na M-PESA → Pay Bill.
  3. Business number: whichever paybill in the table above matches your utility.
  4. Account: your utility account number, printed on the bill. Not the meter number.
  5. Amount: the total amount due in KES.
  6. Enter M-PESA PIN, confirm.
  7. Save the SMS. That transaction code is your proof of payment.

Common failure modes

  • Bill shock. Sudden 2x or 3x jump traces back to a leak, an estimated read, sewer added mid-cycle, or arrears rolling up. See Water bill shock: what to do.
  • Payment not reflecting. Wrong account number is the most common cause. Send the M-PESA transaction code, your ID and the correct account number to utility customer care.
  • Disconnection. Kenyan WSPs generally disconnect after 60 days unpaid. Reconnection fee KES 1,500 to 3,000, requires clearance of arrears or a written payment plan.

The regulator (WASREB)

The Water Services Regulatory Board (WASREB) is the state agency that licences WSPs and approves their tariffs. Every tariff change goes through public consultation. If you need the authoritative rate schedule for your utility:

WASREB also runs an annual Impact Report benchmarking every WSP on water quality, coverage, non-revenue water, personnel efficiency and revenue collection. Impact 17, published in 2025, is the most recent as of 26 August 2026.
