How to read the table

Three concepts that matter for interpretation:

  • Customer-pays vs business-pays. Some rails split the fee across customer and merchant. Others put the whole cost on one side. Your choice of paybill configuration shapes customer conversion.
  • Banded structure. Most M-PESA fees follow bands: free below a threshold, a percentage or flat fee in the middle, capped at the top. The effective rate depends on your typical basket size.
  • Excise duty inclusion. All figures include the 20 percent excise duty. The Safaricom settlement report shows the true deduction; do not add duty on top when you build your P&L.

Worked example: a small retailer

Consider a small retailer running a Lipa na M-PESA till, averaging 100 daily transactions with an average basket of KES 1,500. Monthly volume: 3,000 transactions at KES 4,500,000 gross. Effective merchant cost:

  • Till merchant fee: approx 0.55% of KES 4,500,000 = KES 24,750.
  • Settlement fee: 30 daily sweeps at KES 50 = KES 1,500.
  • Total M-PESA cost: KES 26,250 / month, or approx 0.58% of gross.

Contrast with the same retailer moving to a customer-pays paybill (customer absorbs the send fee, merchant pays approx KES 5 per transaction): merchant cost drops to KES 15,000 monthly, but the customer sees up to KES 105 per transaction which typically depresses conversion by 5 to 15 percent depending on category. Model both before switching.

FAQ

Where can I see every M-PESA business fee in one place?

On this page. The summary table below covers Buy Goods (till), paybill, Pochi la Biashara, B2C bulk payment, statement request, PIN reset, and settlement to bank. Each row links to a deeper guide for the full band structure and worked examples. (Source: Safaricom M-PESA Consumer Tariffs and Limits, verified August 2026.)

Do M-PESA business fees include VAT and excise duty?

Yes. All figures on this page are inclusive of the 20 percent excise duty on money transfer fees. The deduction on your Safaricom settlement report reflects the true cost to your business.

Are these fees negotiable?

Buy Goods bands are set at the consumer tariff level and are not commonly negotiated. Paybill merchant fees and B2C bulk payment rates are negotiated per merchant, typically via a Safaricom Business Account Manager, and scale with volume. Statement request and PIN reset fees are fixed.

What is the settlement fee for sweeping to my bank?

Typically KES 0 to KES 100 per settlement, depending on the bank rail and your cadence choice (T+0 or T+1). Some tier-1 banks waive the fee for high-volume merchants. See our settlement time guide for the bank-by-bank breakdown.

What does a business M-PESA statement request cost?

A one-off statement export from the M-PESA Business Portal is free. A physical statement requested via a Safaricom Shop carries a small handling fee (typically KES 25 to KES 50 per statement). Confirm the current fee at the shop before you request.

Is there a fee for resetting the operator PIN?

Resetting an operator PIN via the M-PESA Business Portal (admin-initiated) is free. A Safaricom Shop-initiated PIN reset for the primary business account admin (when self-service is unavailable) typically carries a small handling fee. Ask at the shop.

How do B2C bulk payment fees work?

B2C (business-to-customer) bulk payments are used for salaries, supplier pay-outs and refunds. Fees follow a banded structure similar to the customer send tariff, up to KES 108 per transaction at the top bracket, but are typically discounted for enterprise customers. Rates negotiated per merchant.
