A Lipa na M-PESA till is a single M-PESA rail; a payment gateway is a bundle of rails (M-PESA, Airtel Money, card, bank, cross-border) plus features (subscriptions, split payments, multi-currency, hosted checkout). Most Kenyan micro and small businesses do not need a gateway; a till or a paybill is enough. You cross the line to needing a gateway the moment you accept card payments, sell across borders, invoice in foreign currency, or need to bill customers on a schedule.
The decision tree
- Do you accept card payments (Visa, Mastercard, Amex)?
Yes: you need a gateway (Pesapal, Flutterwave, iPay, DPO Pay).
No: keep reading. - Do you invoice in any currency other than KES?
Yes: you need a gateway (Flutterwave for USD settlement, Cellulant for pan-African multi-currency).
No: keep reading. - Do you need scheduled recurring billing (SaaS subscriptions, gym memberships)?
Yes: you need a gateway with tokenised card recurring, or an SMS-driven C2B flow plus a scheduler. Either way, a gateway simplifies it.
No: keep reading. - Do you run a marketplace that needs to split each payment between multiple settlement accounts?
Yes: you need a gateway with split payments (Flutterwave, Pesapal, Cellulant).
No: keep reading. - Do your customers need to reference an account (student ID, invoice, meter number)?
Yes: use a paybill (references land in BillRefNumber).
No: use a till (simpler, no account reference required).
When a till suffices
A Buy Goods till is the right answer for the majority of Kenyan micro and small businesses:
- Retail shop selling to walk-in customers.
- Restaurant, bar, cafe.
- Salon, barbershop, tailor.
- Kiosk, market stall, hardware shop.
- Any business where the customer decides the amount at the counter and pays once.
Fees: 0.55 percent of each transaction, capped at KES 200 above KES 36,363, free below KES 500. No monthly account fee. See M-PESA charges 2026 for the full tariff.
When a paybill suffices
A paybill is right when the customer needs to reference an account and you need that reference to post the payment correctly:
- Schools (parents reference the student ID).
- Landlords (tenants reference the unit or account number).
- Utilities (customers reference a meter or account).
- SACCOs and chamas (members reference their membership ID).
- Insurance (policyholders reference the policy number).
Fees are on the tiered paybill schedule (see the M-PESA charges guide). No monthly fee. You still access every Daraja endpoint (STK Push, C2B, B2C) against a paybill just as against a till.
When you genuinely need a gateway
| Trigger | Why the till fails | Gateway to consider |
|---|---|---|
| Card acceptance (Visa / Mastercard) | Till is M-PESA-only | Pesapal, iPay, Flutterwave, DPO Pay |
| Multi-currency invoicing (USD, EUR, GBP) | M-PESA settles KES only | Flutterwave (USD), Cellulant (pan-African) |
| Subscription billing | STK Push cannot be scheduled without customer PIN entry | Pesapal, Flutterwave (tokenised card recurring) |
| Marketplace split payments | Till lumps all receipts into one settlement | Flutterwave, Pesapal, Cellulant |
| Cross-border acceptance | M-PESA works in Kenya; other rails needed elsewhere | Flutterwave, Cellulant |
| Hosted checkout page (no dev team) | Till has no hosted page; you have to build a form | Pesapal Iframe, Flutterwave Standard |
The cost math
A quick example. A boutique doing KES 1,000,000 per month in M-PESA transactions, deciding between a Buy Goods till and a gateway with the same M-PESA rail:
- Buy Goods till, direct: 0.55 percent of KES 1,000,000 = KES 5,500 per month in Safaricom fees.
- Gateway with 2.5 percent M-PESA fee: KES 25,000 per month. That is a KES 19,500 monthly premium in exchange for card acceptance, subscription tokenisation, hosted checkout and a dashboard.
For a boutique that does not accept cards or invoice in USD, the till wins by KES 234,000 per year. For a SaaS billing customers monthly across three countries, the gateway saves that much in developer time and lost sales the first month.

FAQ
What is the difference between a payment gateway and a till?
A till (Lipa na M-PESA Buy Goods) is a single M-PESA rail for accepting KES payments from Kenyan phones. A payment gateway (Pesapal, Flutterwave, iPay, Cellulant) bundles M-PESA with card, Airtel Money, bank transfer, subscriptions, split settlements, multi-currency and cross-border settlement. If you only accept KES from Kenyan customers, a till is enough. If you accept cards, foreign currency, or need subscription billing, you need a gateway.
Can I take card payments with just a till?
No. A Buy Goods till is M-PESA-only. To accept Visa, Mastercard or Amex you need a card acquirer, which in Kenya is either through a bank (KCB, Equity, Absa, DTB) or through a payment gateway (Pesapal, iPay, Flutterwave, DPO Pay). Most gateways bundle M-PESA + cards in one integration.
When does a paybill make more sense than a till?
When your customers need to reference an account (student ID, tenant number, invoice number, membership ID) so you can post the payment against the right ledger. Tills lump all payments into one queue without a reference; paybills capture the reference in the BillRefNumber field on the callback.
Do I need a payment gateway to sell on Shopify or WooCommerce?
No. Both platforms have M-PESA plugins that call Daraja directly using your till or paybill. You only need a full gateway (Pesapal, Flutterwave) on Shopify / WooCommerce if you also want to accept cards or sell across multiple currencies. See our Daraja API integration guide for the plugin walkthrough.
What about subscriptions and recurring billing?
Neither STK Push nor a till supports scheduled recurring charges (Safaricom requires the customer to enter their PIN for every payment). For true recurring billing you need either a gateway with tokenised card recurring (Pesapal, Flutterwave), or a C2B-based "customer pays on invoice" flow triggered by an SMS or WhatsApp reminder.
Do I need multi-currency?
Only if you invoice in a currency other than KES (typical for SaaS selling to international customers, tour operators quoting in USD, exporters). If every transaction is denominated in KES, a Kenyan till or paybill is enough.
What is a split payment and when do I need it?
A split payment routes one incoming transaction to multiple settlement accounts (e.g. marketplace where 90 percent goes to the seller and 10 percent to the platform). This needs a gateway (Flutterwave, Pesapal, Cellulant); a raw till cannot split at settlement time.
