Fuliza
Also known as: Fuliza M-PESA, M-PESA overdraft, overdraft
Full definition
Fuliza is an M-PESA continuous overdraft. When a user initiates a payment (Send Money, Pay Bill, Buy Goods, Withdraw) and their wallet is short, Fuliza pays the difference on their behalf up to a limit set by NCBA / KCB based on M-PESA usage history and repayment behaviour. Any incoming M-PESA is automatically swept against the outstanding Fuliza balance until it clears.
Charges are a one-off access fee of 1.083 percent on the borrowed amount (including 16 percent excise duty) plus a daily maintenance fee tiered by outstanding balance. There is no annual APR figure Safaricom quotes; the effective annualised rate depends heavily on the balance and days outstanding, which is why paybillke publishes a dedicated true-cost breakdown.
Fuliza is the highest-volume mobile credit product in Kenya. Safaricom's FY26 Annual Report attributes a large share of M-PESA revenue growth to Fuliza and cites strong disbursement volumes; paybillke's Fuliza hub carries the current FY26 figure with source.
Worked example
A user tries to pay KES 500 to a paybill but has only KES 300 in M-PESA. Fuliza covers the KES 200 shortfall. The next time KES 500 lands in the wallet, Safaricom sweeps KES 200 plus the accrued Fuliza fee to close the balance.
