T-Pay: the TSC payroll portal, explained

T-Pay is the Teachers Service Commission's payroll portal, at tpay.tsc.go.ke. It is where a TSC teacher views and downloads payslips, downloads the annual P9 tax certificate, and where third-party deductions such as SACCO contributions and check-off loan repayments are recorded against the payslip. It is not a bank, not a lender, and not a place paybillke can log in for you.

What is on the page

Read on 21 September 2026, the T-Pay sign-in page asks for a username, a password and the answer to a small arithmetic sum, which is there to stop automated login attempts. Alongside the login it publishes two direct downloads: P9 2025 for current employees and P9 2025 for former employees. That second one matters more than it looks: a teacher who has left the service still needs a P9 to file a return, and TSC keeps it reachable.

What T-Pay is for

  1. Viewing and downloading your monthly payslip.
  2. Downloading your annual P9 tax certificate for filing with KRA.
  3. Seeing the third-party deductions booked against your salary, including SACCO and check-off loan repayments.
  4. Acting on loan and deduction requests that a vetted third party has raised against your payslip.

A word on how you get in

Type tpay.tsc.go.ke into the address bar yourself. Do not reach a payroll portal through a link in a WhatsApp forward, an SMS, or a search ad, and treat any page asking for your T-Pay password that is not on tsc.go.ke as hostile. paybillke will never ask for these details and has no way to see your payslip. If your password is not working, the reset is on the portal itself and the Commission is the only body that can help.

What it is not

T-Pay is not TPAD, which is the appraisal system on a different address. It is also not TPay Mobile, an unrelated international payments company that happens to operate in Kenya under a near-identical name. If you searched "tpay" and landed somewhere asking about carrier billing, you are on the wrong one.
