TPAD 2: the TSC appraisal portal, explained

TPAD 2 is the Teachers Service Commission's performance appraisal portal, at tpad2.tsc.go.ke. The Commission bases it on regulation 52 (1) of the Code of Regulations for Teachers, which provides for an open performance appraisal system. It handles appraisal and professional development records. It does not handle your salary, your payslip or your deductions, and no amount of TPAD activity moves money. That is T-Pay's job.

What the Commission says it is for

The TPAD home page states the purpose in one line: TPAD enhances professional growth and learning outcomes. The legal anchor it cites is regulation 52 (1) of the Code of Regulations for Teachers, under which the Commission develops an open performance appraisal system. Everything beyond that sits behind a login, which is appropriate for records about an individual teacher's performance.

Why a payments site is telling you this

Because the two portals get confused constantly, and the confusion has a cost. A teacher who thinks TPAD will show them a payslip wastes time in the wrong system. What we are not going to tell you

We are not going to set out the appraisal calendar, the number of modules in a cycle, or what a rating means for promotion. Those change by term and by circular, the authoritative version is whatever TSC has most recently issued, and a payments site repeating a teacher-blog summary of an employment rule would be exactly the kind of confident, unsourced claim paybillke exists not to publish. Take appraisal detail from TSC and from your union.

Where TPAD does touch money, and where it does not

Appraisal sits inside the employment relationship, and employment standing is what makes a teacher payable and creditworthy in the first place. That is the honest extent of the link. TPAD is not a deduction, not a loan condition you can act on, and not something to manage with a payments tool. If somebody is telling you a TPAD score unlocks a loan, ask them to show you where TSC says so.
