SHA PRN: the Payment Reference Number, and why an unpaid penalty locks you out

SHA issues a Payment Reference Number for each monthly contribution. An outstanding penalty blocks a new one from being generated, so arrears gate the current month. It is also not the KRA PRN.

What a SHA PRN actually is

SHA describes it plainly: a Payment Reference Number is a unique code for each monthly payment [Source 1]. Its job is matching. A contribution system that assesses you monthly needs to know which month a given payment settles, and the PRN is what carries that.

You will meet it most often in two places: on the employer side, where the E-Slip and PRN machinery route a payroll batch to the right submission month (see the SHA E-Slip guide), and on the penalty side, where it becomes a gate.

It is not the KRA PRN

This deserves its own section because the collision is unusually easy to fall into. Kenyans who pay any tax already know a "PRN" — and it is a different animal.

The two paybill numbers are close enough to mistype: 222222 and 200222. If you hold both a KRA PRN and a SHA obligation in the same week, check the paybill against the reference you are quoting before you confirm. See KRA PRN not reflecting for the tax side.

The part that surprises people: penalties block the next PRN

SHA states it directly: if penalties are unpaid, the system blocks the generation of a new PRN until the penalty is settled [Source 1].

Follow that through and it changes how arrears behave. The intuitive plan when money is tight is to stay current and clean up the backlog later — keep paying this month, deal with the old months when you can. Under SHA that plan does not run. No new PRN means no way to record the current month, so the arrears are not a parallel problem you can defer; they sit in front of everything.

For an employer, the same gate stacks on top of two others already described by SHA:

  • The penalty itself, 2% per month on the unpaid amount under section 27(6) of the Social Health Insurance Act 2023 [Source 2].
  • Non-compliance flagging, where the employer is marked non-compliant and the employees are marked inactive [Source 2] — the staff lose access to care while the dispute is the employer's.

How to see your PRN, your contributions and your penalties

  1. Generate a statement of account on the SHA portal. It carries your contribution history and any penalties [Source 1].
  2. Log in at afyayangu.go.ke with your ID and PIN.
  3. If you are penalised, SHA sends a system-generated SMS and email, and the amount appears on the statement [Source 1]. Do not wait for the SMS to be your only signal — check the statement.
  4. For anything unresolved on contributions, PRNs or penalties, dial 147 (SHA contact centre) [Source 1], or 0800 720 601 toll free.

Waivers and amnesty: what is real today

SHA says it is developing structured waiver and amnesty processes in three categories — non-salaried households, employers, and system-triggered errors — with approval workflows and dashboards still being built [Source 1].

That is worth knowing about and worth asking about on 147 if a system error caused your penalty. It is not something to plan around. Nothing published names a rate, a cut-off or an application route, and the penalty module has been live and accruing prospectively since 10 July 2025 [Source 1].
