Paying for a government service on eCitizen with M-PESA

Government services on eCitizen are paid on paybill 222222, and the account number is the invoice or reference number eCitizen generates for that specific application. You cannot pay first and apply later: the number does not exist until the application does.
Why the order matters more here than anywhere else
On most paybills the account is something you already hold: a meter number, a smartcard, an admission number. Government services are not like that. Each application generates its own invoice, and that invoice number is what routes your money to your file rather than into a pool.
Which means the sequence is fixed: apply, generate the invoice, then pay. Money sent to 222222 with a made-up reference, an ID number or a phone number has nothing to attach to. It is not lost, but reuniting it with an application is a manual process you do not want to be starting.

The Government Single Payment Platform
222222 is the Government Single Payment Platform paybill. It is the reason one number covers passports, birth certificates, good conduct, business registration, NTSA services and much of what the counties on the platform charge for.
It is worth knowing this is a consolidation rather than a replacement. Some agencies retain their own paybills alongside it. KRA is the clearest example: both 222222 and 572572 are live, and the PRN slip tells you which one that payment wants. Treat the reference you were given as authoritative over any general rule, including this one.
Paying, step by step
- Sign in at accounts.ecitizen.go.ke and complete the application for the service you want.
- Let the platform generate the invoice. Note the invoice or reference number, and the exact amount.
- On M-PESA choose Lipa na M-PESA, then Pay Bill.
- Business number: 222222, unless the invoice itself names a different paybill, in which case use the one on the invoice.
- Account: the invoice or reference number, exactly as issued.
- Enter the exact amount. Underpaying by a shilling leaves the application unpaid.
- Keep the M-PESA confirmation SMS. It is the proof that works in every conversation afterwards.
What tends to go wrong
Paying the right paybill with the wrong account. The commonest failure, and the hardest to unpick, because M-PESA did its job perfectly.
Rounding the amount. Government invoices are exact. Pay what the invoice says.
Paying an expired invoice. Invoices can lapse. If yours has been sitting for a while, regenerate it before paying rather than after.
Assuming payment equals completion. Payment clears the fee. The application still has to be processed, and for several services you still have to appear in person for biometrics or collection.

Payment clears the fee, it does not complete the application. Check the status in your eCitizen account, and remember several services still need an in-person step.
