Both are well-regulated, but they offer different protections. PayPal has built-in buyer/seller protection on commercial transactions. Wise does not offer dispute protection (it is a money mover, not a marketplace). For pure transfers without a commercial relationship, both are equally safe; for transactions with disputes, PayPal's protection is meaningful.
