Why is PayPal more expensive than Wise for sending to Kenya?

PayPal stacks three percentage cuts: a transaction fee (around 4.4 percent on commercial receipts), an FX margin (3 to 4 percent above mid-market), and on the PayPal-Equity-MPESA path a 1.5 percent on-arrival cut. Wise charges mid-market FX plus a small fixed fee (around 0.2 to 0.4 percent total margin on most corridors).

Is PayPal safer than Wise?

Both are well-regulated, but they offer different protections. PayPal has built-in buyer/seller protection on commercial transactions. Wise does not offer dispute protection (it is a money mover, not a marketplace). For pure transfers without a commercial relationship, both are equally safe; for transactions with disputes, PayPal's protection is meaningful.

Can I move money from PayPal to Wise to send cheaper?

Yes, but with friction. Withdraw PayPal balance to a US bank account, then fund Wise from that bank. The Wise leg is cheap; the bottleneck is the PayPal withdrawal time (typically 1 to 3 business days). For one-off large sends, this is worthwhile.
