PayPal-M-PESA Service in 2026: link, deposit, withdraw, fees

The official Safaricom-PayPal linkup, with the verified registration flow, costs, settlement times, and what to do when transactions fail.

The M-PESA-PayPal Service is the official mechanism for moving money between a Kenyan PayPal account and an M-PESA wallet. It's a Safaricom-PayPal partnership inked in 2018 and operated from Safaricom's side. Note this is distinct from Equity Bank's own "PayPal Withdraw Service", a separate Equity-only product that lets Equity customers withdraw PayPal balance directly to an Equity bank account (skipping M-PESA entirely). This guide covers the M-PESA route; we describe the Equity alternative further down.

What the service is

A direct PayPal ↔ M-PESA bridge. Funds flow PayPal → M-PESA (for withdrawals) and M-PESA → PayPal (for top-ups), with PayPal handling the wallet and Safaricom handling the M-PESA leg. Conversion between USD and KES happens at PayPal's quoted rate with a 3% conversion fee built into it.

Linking your accounts

  1. Go to Safaricom's M-PESA-PayPal Service page (link in the callout above) or open the M-PESA app.
  2. Choose Link Accounts.
  3. Sign in with your PayPal email and password.
  4. Enter your M-PESA-registered Safaricom phone number.
  5. Confirm via the OTP sent to your phone.
  6. Once linked, you can move funds in both directions immediately. The link is persistent until you remove it.

Withdrawing PayPal balance to M-PESA

  1. From your linked PayPal account, choose Withdraw → To M-PESA (visible after linking).
  2. Enter the USD amount.
  3. Confirm the destination M-PESA phone number, must match your linked number.
  4. Authorise.
  5. Funds typically reflect in M-PESA within 2 hours; most under-KES-50,000 withdrawals complete within 2-15 minutes. Maximum settlement window: 3 calendar days.

Topping up PayPal from M-PESA

  1. From the linked PayPal app, choose Add Funds → From M-PESA.
  2. Enter the KES amount.
  3. An STK Push prompt appears on your Safaricom line.
  4. Confirm with your M-PESA PIN.
  5. Funds reflect in your PayPal balance in USD, converted at the quoted rate.

Real costs

The headline cost is a 3% conversion fee built into the exchange rate , not shown as a separate line item. For a USD 100 withdrawal, you receive roughly the KES equivalent of USD 97. There is no separate transaction fee on the PayPal-M-PESA Service itself.

For comparison: Wise's USD-to-KES conversion typically costs 0.5-1%. The PayPal-M-PESA Service is roughly 2-3x more expensive than Wise but materially faster (minutes vs 1-3 business days) and doesn't require a separate Wise account.

For frequent withdrawals above USD 500, opening a Wise account and routing through it is materially cheaper. For occasional small withdrawals, the PayPal-M-PESA Service or the Equity PayPal Withdraw Service are the fastest options.

The Equity Bank PayPal Withdraw Service (alternative route)

Equity Bank has its own separate PayPal-withdrawal product, available only to Equity customers. Funds move directly from PayPal to your Equity bank account, bypassing M-PESA entirely. Limit: USD 10,000 per transaction. Settlement: typically within one business day. Available through Equity Online and the Equitel mobile app.

Common failures

  1. Name mismatch. PayPal name and M-PESA-registered name must match exactly. A "John Mwangi" on PayPal and "John K. Mwangi" on M-PESA will trigger a hold.
  2. Phone number mismatch. The Safaricom phone number on PayPal must be your active M-PESA SIM.
  3. PayPal balance on hold. Funds received as "Goods and Services" payments are sometimes held by PayPal's 21-day rolling reserve on new Business accounts. You can't withdraw what's on hold.
  4. FX volatility. Large daily swings in USD/KES occasionally cause PayPal to suspend new conversions briefly. Wait an hour and retry.
  5. Account verification incomplete. PayPal may pause withdrawals pending document verification (national ID, proof of address). Complete verification early to avoid delays at the moment you need to withdraw.
