PayPal's fee structure looks reasonable on paper and adds up to surprising amounts in practice, because the FX margin is the largest cost and isn't shown as a separate line. This guide breaks down every fee Kenyans pay in 2026 with worked examples that include the hidden FX cost. After reading this, you'll know your real take-home before you accept the next freelance job.
Receiving money
Friends and Family, free (mostly)
For personal transfers, parent abroad, sibling in diaspora, friend repaying a loan, receiving via Friends and Family is free when the sender funds the payment from their PayPal balance or a bank account. If the sender funds with a card, PayPal charges them (not you) about 2.9% + a fixed fee.
Caveat: don't accept commercial payments under Friends and Family. PayPal's algorithms detect repeated patterns and may re-categorise, charging you commercial fees retroactively, or limiting your account.
Goods and Services, the freelancer rate
For commercial payments (freelance work, e-commerce, service invoices) the receiver pays:
- Domestic Kenya-to-Kenya commercial receive: 3.4% + USD 0.30 per transaction (rare in practice).
- International commercial receive: 5.4% + USD 0.30 per transaction (typical for Kenyan freelancers).
- Cross-border surcharge: additional 1-1.5% bundled into the rate.
Total commercial receive cost on an international payment: roughly 7-7.5% before FX.
Sending money
Sending fees vary by funding source and destination:
- Sending Friends and Family from PayPal balance or bank account: free domestic; small fixed international fee (typically USD 1.99 for some corridors).
- Sending Friends and Family funded by card: 2.9% + fixed fee.
- Sending Goods and Services: the receiver pays the commercial fee.
Most Kenyans send to family abroad rarely; the more common scenario is sending small amounts back to family from Kenya to elsewhere, in which case PayPal is rarely the cheapest option. Wise or Sendwave usually wins for those flows.
Withdrawing balance to Kenyan account
Withdraw to Kenyan bank card
Roughly 1.5-2% withdrawal fee + the FX margin. Settlement: 1-3 business days. Bank may add a small inbound foreign-currency fee of 0.5-1%.
M-PESA-PayPal Service
A flat 3% conversion fee built into the exchange rate; no separate transaction fee. Settlement: typically 2 minutes to 2 hours, up to 3 calendar days max. Operated by Safaricom-PayPal partnership directly. See our PayPal-M-PESA Service guide.
Equity-PayPal Withdraw Service (alternative)
Direct PayPal-to-Equity-bank-account withdrawal for Equity customers, up to USD 10,000 per transaction, with similar ~3% conversion margin. Settlement: same business day. Skips M-PESA entirely.
The FX margin, the hidden cost
PayPal converts USD to KES at a rate that's typically 3-4% above the mid-market rate (the rate Google or Wise show). This margin isn't shown as a separate fee, it's baked into the conversion rate.
For a USD 1,000 conversion at a 4% FX margin against a mid-market rate of 130 KES/USD:
- Mid-market rate: KES 130,000 for USD 1,000.
- PayPal's rate: KES 124,800 (4% margin).
- FX cost: KES 5,200, equivalent to USD 40.
The FX margin is the single largest fee for most Kenyan PayPal users. It's also the easiest fee to reduce by routing through a service that uses real mid-market rates (Wise) instead of a built-in spread.
Worked examples
Example 1: USD 100 freelance receive + M-PESA withdraw
- Client pays USD 100 (commercial international).
- PayPal commercial fee: 5.4% + USD 0.30 = USD 5.70.
- Net in PayPal balance: USD 94.30.
- Withdraw via PayPal-M-PESA Service: USD 3 service fee + 4% FX margin.
- Net in M-PESA: USD 94.30 - USD 3 = USD 91.30 effective USD value.
- At 130 KES/USD mid-market, this is KES 11,869.
- PayPal's rate (4% lower) gives KES 11,395.
Effective take-home from a USD 100 client invoice: KES 11,395 (versus mid-market value of KES 13,000). Total real cost: KES 1,605 = 12.3% all-in.
Example 2: USD 500 freelance receive + Wise route
- Client pays USD 500 to your Wise USD receiving account directly (skip PayPal entirely).
- Wise inbound: free.
- Convert USD to KES on Wise: typical 0.5-0.8% fee.
- Total cost: USD 2.50-4 = KES 325-520.
- Effective take-home: ~KES 64,500 of a mid-market KES 65,000.
Compare to receiving via PayPal: roughly KES 7,000 saved on a USD 500 invoice by using Wise.
How to reduce PayPal's fee bill
- Route freelance receives through Wise where possible. If the client can pay via local bank transfer to your Wise USD/GBP/EUR receiving account, you save 5-10%.
- Use Payoneer for Upwork and Fiverr. Withdrawal to Kenyan bank is typically cheaper than going Upwork → PayPal.
- Bundle PayPal withdrawals. Service fees are largely fixed per transaction, so withdrawing USD 1,000 once costs less in fee terms than USD 100 ten times.
- Withdraw directly to bank when not urgent. The bank-card route is slightly cheaper than the PayPal-M-PESA Service even though it's slower.
- Don't convert until you must. Hold balance in USD on PayPal until you actually need KES, Kenyan inflation matters less than the 4% FX margin you eat each conversion.
PayPal vs alternatives, the honest summary
| Service | Receive cost | Withdraw cost | All-in |
|---|---|---|---|
| PayPal (international Business) | 5.4% + USD 0.30 + 1.5% | ~3% (M-PESA-PayPal) or 1.5-2% (card) | ~10-12% |
| Wise (multi-currency) | Free | 0.5-1% + small FX margin | 1-2% |
| Payoneer (freelance platforms) | Free at platform | 2-3% + small FX margin | 3-5% |
| Direct bank wire (SWIFT) | USD 15-30 fixed | Varies by bank | 1-3% on large amounts |
For amounts above USD 200-300 per transaction, alternatives beat PayPal materially. PayPal's structural advantage is universal acceptance, if a client insists on PayPal, the fee is the cost of doing business. For clients who'll consider alternatives, suggest Wise or Payoneer.
